to end the 'war on drugs!'

The 'war on drugs' has been going on for over 40 years and has very little to show for it. The 'war on drugs' has turned otherwise law abiding citizens into criminals. Between spending $60 billion dollars for enforcement and billions spent on incarceration that these resources could be better used to invest in our infrastructure. It could also provide a new source of tax revenue for the States. This is NOT saying that the police should not arrest persons who are driving under the influence of the drugs.
