End the "War on Terror" by clearly explaining that the fear of terrorism is a bigger problem than terrorism itself.

We accept reasonable levels of risk in our personal lives and a risk tolerant society must do the same. Redirecting funds currently being spent on needless anti-terrorism and security measures could improve the daily lives of citizens and the functioning of society and the economy as a whole. Clearly, Homeland Security should be about wise choices rather than fear-driven, worst case scenarios. Potential targets are essentially infinite, making the probability of any specific target being attacked extremely small in most cases. Increased spending for improbable events is not the same as assessing risk and substantially reducing it. Terrorism is a politically driven threat and real security is best provided by an open and tolerant society that respects civil liberties at home and abroad.
