Governmental departments have a peculiar method of accounting at the end of the fiscal year. Near the end of the fiscal year they scramble to spend all allocated monies for their own department in the fear that if they don't spend it they will not receive as much for the next fiscal year and/or their budget may be cut.
Everyone in the Government is aware of this, and all employees pay taxes, yet we continue to allow this incredibly wasteful practice to continue, despite the fact that millions of people are aware of it.
Government needs to utilize a more prudent accounting system that rewards frugal cost cutting decisions rather than wasteful spending.
