It is time to end welfare programs entirely. The system is abused far too much and very discouraging for hard working struggling americans who barely make enough to get by but dont make enough to qualify for benefits. It rewards people for making bad decisions in their life and prevents them from truly hitting that rock bottom point that people need to motivate a positive change in their lives.
