End Welfare. Limit Unemployment. Replace with retraining/education/stipend/guidance. Include mandatory payback plan.

-Welfare and any public assistance will be eliminated in its current form.
-Unemployment benefits will be limited to less than 9 months.
If after 9 months, (time may be waived by member for specific circumstances).
A retraining program will replace both. Program will include:
-Mandatory Guidance counselor- To work with the member on programs of study, compensation, day care etc.
-Evaluation/testing for proper program placement (can't spend money on a program someone isn't capable of completing)
-Retraining at local community college or technical college.
-Stipend for essentials.
-Negotiations with mortgage lenders, utilities.
-Mandatory Payback plan to the people for this service. Based on W-4 submission.
Members may opt out of the program, but will not receive any further assistance.
