Endeavor to send a Man through Time

A program to send a man through time. Similar to Kennedy's challenge to put a man on the moon, this bill challenges the U.S. government to try to send a man through time. This will stimulate jobs creation, as people begin to work for the new government agency(similar to NASA) that is responsible for meeting this goal. Also, more and more children will want to work for this agency, prompting less dropouts in high school and college. Once completed, the portal(or machine or device) would have numerous advantages, including uses in warfare, conservation(returning extinct or critical endangered animals to the present) and space travel. The government agency or agencies must be set up at a maximum of 10 years after this petition becomes law.
