Endorse a ban of solitary confinement in U.S. prisons.

In the United States it is common practice to lock up prisoners in small cells where they are cut off from any human contact for extended periods of time, known as "solitary confinement." While normally only enforced for a few days at a time, being cut off from human contact is a form of torture and can induce temporary or permanent insanity. Perhaps the most egregious examples of this punishment are Thomas Silverstein, who has been in near continuous solitary confinement for nearly 30 years, and Steven Jay Russell who is allowed only 1 hour per day outside of his cell, and has been in this situation for three years. These men are inarguably dangerous criminals, yet this form of punishment is not befitting of the United States. It is barbaric and ought to be abolished.
