A constitutional amendment should be adopted to change congressional terms from 2 years to 4 years with half of the house being elected alternatively. Deciding which congressional districts would be selected for the first 4 year terms would be determined by random mathematical selection.

The current situation where all congressional house members are elected every two years does not encourage a non-partisan approach to complicated issues. Members are no sooner elected than they are immediately posturing for re-election. The constitutional amendment would offer a period of stabilization for the house to address issues in a non-partisian manner. By alternating the terms of half of the house members, additional continuity to house membership would be retained giving additional stability.
