Enforce the 1933 Buy American Act.

The Buy American Act was originally passed by congress in 1933 and signed into law by President Roosevelt. This law requires the federal government to purchase american made products for general use. Currently, the federal government spends approximately $2.5 trillion per year on general consumption expenditures. Due to NAFTA and WTO policies, much of these goods are manufactured abroad, so little of the monies spent filter back into local US economies. President Obama - without requiring congress - could simply decide to start enforcing this current law in order to jump start american-made manufacturing and ensure US dollars are spent inside the country to help average Americans.
