Congress must pass legislation that explicitly states that citizens can bear Arms only within a well-regulated militia. Ownership of Arms - weapons designed to kill as many people as efficiently as possible - should be limited to members of a well-regulated militia. Individuals can not purchase Arms without the witness of a member of a well-regulated militia, such a militia of necessity being an independent organization that trains their members in the use of Arms.
