It was determined by DC vs. Heller that the "Right to Bear Arms" as specified by the 2nd Amendment of our constitution extends that right beyond the confines of one's home. States such as NY, CA, NJ, MA and IL do not "allow" this right by them being "May Issue" in terms of conceal and carry laws, which denies many law abiding citizens from protecting themselves, which is in violation of the 2nd Amendment of the United States of America. The "Proper Cause" requirement should be done away with.
