Public and private schools have always had to deal with the threat of underaged students using Alchohol, Cigarettes and Drugs. As of today the current estimated percentage of each of the following are listed below.
Americans using illegal drugs is estimated at little under 9%,

This Petition was mainly created because a student seeked to confront various users but was worried for his/her own safety in the event he/she would confront the users to school officials.
We the People understand illegal activity will never be completely stopped, but students should feel like they're in a safe learning environment.
