Enforce Civilian laws FEDERALLY like NEIGHBORHOOD Watch when people used to join up against drugs and violence.

Help enforce and protect already (unwritten?) civilian laws that NEIGHBORHOOD WATCH used to support good order amongst neighbors. Drug dealing and violence is peaking due to inability for these programs to be effective often because of druglord activity. This bill would ensure civilians can go after druglords LEGALLY in court with Police and FEDERAL support if need be.Same should apply to repeat sex offenders.(not all apples continually spoil). Police should not have all the authority when it comes to carrying a weapon either. Constitutional rights are trampled whenever civilians carry in public. With KATRINA, Police outright stole civilian's weapons. These Violations should not go unpunished.
