The Executive Branch of the Federal Government should, as provided by the Constitution, enforce the laws enacted under the Constitution that mandate that Congress provide a Federal Budget each year. If Congress fails to execute this duty, to which each member is sworn to accomplish, all pay and allowances due any congressman shall be withheld, starting on 1 Oct of each year and continuing until a budget is passed by both houses of Congress and submitted for presidential signature. Pay and allowances shall not be restored retroactively and any funds not disbursed shall be applied to the national debt.
