Enforce harsher punishments for drunk drivers and repeat offenders of drunk driving.

The punishments for driving drunk must be made harsher. Drunk drivers are making the choice to drink and drive.
Michael Collins was one of four college students hit by a drunk driver in Bloomington, Illinois on March 29, 2014. He sustained severe brain injuries and died a few days later. The woman that hit him will be sentenced with a maximum of 14 years in prison. One third of the national average in 2010 and 2011 for traffic fatalities were related to alcohol.
