Enforce a law where adoptive/foster parents should HAVE to serve time if they neglect or harm their children in any way

Adoptive parents have to swear that they will take care of their child better than their original parents, right? So why are there still adoptive parents that abuse their adopted children? Adopted children are more likely to be physically and sexually abused. Some are tortured and killed at the hands of those who claim to love them.
