Enforce a method to test all politicians who can vote on a bill to prove they understand the content of the bill.

The bills that congress and senate vote on are out of control, and they affect every American, and those that represent them hardly know what it is they are voting on.

For every bill that is created, a supporting exam must be created with 25-50 questions that cover the content of the material. This exam will be created by a third party whose sole job is to create the exams and administer the testing and grading of them.

When the time comes to vote on the bill, every possible voter must prove that have passed their exam at least 80% of the questions answered correct. If not enough pass, due to it's complexity, then the bill should be simplified and the process repeated.

The bills and the exams will be open to the public to view. Voters and their exam scores will be posted online.
