Imagine the scenario of a child born without knowing who her father was. This child received no contact from her father for many many years. No birthday wishes, no Christmas cards, nothing at all. Let's also say that this child was diagnosed with a learning difference and ADD. She later finds out that her father is in the military and is having a happy care-free life with his new family with out her.The child is now in college and is no longer getting any help from her father at all because he states he has "used up his GI Bill completely" and is "not an ATM". There should be a law stating that military parents paying child support should be REQUIRED to help their child with further/college education or sign over rights to help with tuition and finances that can not be used up.
