enforce open access for US citizens to be able to contact key principals in each agency, i.e., Secretary Donovan of HUD.

As a taxpayer, I believe I and others should have direct access to the principals of each agency so we can discuss any issues we may be having with their respective agency. For example, my family was recently denied an EHLP loan even though I can clearly prove we are eligible. The ONLY reason we are being denied is because HUD mismanged the program, period. Every fact and evidence submitted proves our eligibility, however, because HUD too almost 10 months to process under 10 pages of documents that alone cost us our loan and the ability to save our home of 20 years! We have tried to call, email, fax other principals besides Secretary Donovan and get no response from any of them, In fact the phone number listed on HUD's website for Secretary Donovan doesn' work, neither does the email!
