Remember both of these decrees made in the opening days of your first swearing in and ENFORCE the laws of this nation: President Obama's pronouncement that "[a] democracy requires accountability, and accountability requires transparency."2 Accordingly, agencies should administer the FOIA "with a clear presumption: [i]n the face of doubt, openness prevails."3 Moreover, and equally important, the President has directed agencies to respond to requests "in a spirit of cooperation"4 and the Attorney General has emphasized that "[u]nnecessary bureaucratic hurdles have no place in the 'new era of open Government' that the President has proclaimed."5
So, stop placing impediments to an open government and provide the documents requested by Congress, at least the House - the Senate has done nothing
