There are no stipulations, once a person has been convicted of animal cruelty or negligence, ensuring they will never be able to own another animal again in their lives.
If this was enforced as a life-long parole situation for the convicts, the chance that more animals will endure cruelty at the hands of those responsible for the death and malnourishment of animals will be greatly decreased.
This petition proposes that, once convicted of any crime involving the abuse, cruelty, or negligence of animals, upon punishment of returning to incarceration for an amount of time found suitable per the details of the violation, these persons shall not be found with any domestic pet in their possession for the duration of their lives.
