Enforce the safety of Military Families living on base against other Military Dependents!

I am a military wife with a toddler son, Kaden. We live in base housing at the Naval Academy. Recently, our deranged neighbor broke into our home and not only attacked me, but assaulted my 3 year old son by slamming his head into the ground. She was arrested on scene, but immediately released back to her home, across the street. She has since then posted vague threats against us online. The City Police cannot touch her because we are on base, and the base police are very limited because she is a civilian dependent. Base housing will not remove her. We are unable to get any type of restraining order or protection. My husband can not always be home to protect us. I need help and justice in the midst of this seemingly "gray area" of the law! Please help me!
