We the people believe that animals are deserving of a cruelty free life. Those who harm animals deserve harsher penalties that are equal throughout all states. Animal abuse and neglect should be a class E federal felony. Consider animals as a young child. They are helpless. They cannot speak out. Animal abuse penalties should be taken as seriously as child abuse penalties.
