Fair lending practices.
If we continue to allow banks and institutions to appraise a home base on resent sales that include foreclosures, short-sales, etc., the housing market would not recover.
When a house is destroy and the insurance co. has to pay to build a home, they can’t base replacement value on market value. The insurance has to pay to rebuilt to the original condition of the house prior to been destroyed.
If the government rules that Banks and all institutions use replacement cost for appraisals and refinancing, I believe that the home prices would rise and Banks equity position will be better allowing them more room for lending.
If we continue to strangle home owners and banks we have no chance for a fast recovery- Houses CAN NOT be worth less then the price to build them.
