Enforcing ethical police behavior

Many people don't trust law enforcement. I never understood why because I've always had a strong admiration for the police. I also grew up in a very safe neighborhood where clear corruption was minimal and very little crime occurred. Eventually I moved. To my surprise, I've seen police take advantage of their power. The one time it happened to me, I got pulled over based on a law without any signs. I turned left in a left turn lane but apparently I wasn't allowed to. Regardless, I got a ticket because the police force need money and they have quotas. This is ridiculously unethical. I don't trust the police anymore. And now, I wouldn't be surprised if everyone at one point lost trust in them. We need to trust our government - not fear it.
