Enhance national security by defining mexican Drug Cartels and their affiliates as terrorist groups.

Drug cartels are not criminal institutions. Modern day drug cartels are terrorist institutions. They employ military style combat as well owning heavy arsenals, including tanks and land to air rockets. Their methods go beyond criminal violence and include dismemberment, kidnapping and torture among a few. Their activity threatens to harm America's borders as well as its relationship with it's long time ally Mexico. Their destabilization of the border area is creating a breeding ground for more terrorists, their methods of smuggling are creating new ways for terrorist to enter the country. An unstable country will become training grounds for America's enemies. The Obama administration must declare them enemies of the state and work with the Mexican goverment to eradicate them.
