Enlist a Welfare policy that works properly. The solution is extremely simple

I'm not going to use any fancy wording, this is very straight forward. Due to the welfare system "rewarding" people to have children by giving people more money for having more children, the solution is simple:
If someone wants to be on welfare, they must take a shot, under supervision, that stops them from having children.
It's not a breach in civil liberties because it's a choice: free money, or you can have all the kids you can support.
It's much like what happens in today's work force: you can't have a job, unless you pass a drug test.
This also eliminates abortion issues. You beat the conversation to the punch.
