Every Federal Employee who received unemployment throughout the shutdown must be forced to repay all unemployment upon receiving their back pay. Just because they work for the Federal Government doesn't give them the right to walk away with free money. All Federal Employees who were still drawing a pay check should also pay back unemployment. If the people can't do it, than the Federal Employees shouldn't be able to.
