Ensure that ALL veterans that served in SEA during the Vietnam War are considered as presumptive for herbicide exposure

All veterans who served "boots on the ground" in Vietnam are afforded the classification of presumptive that their medical conditions were the result of herbicide exposure. However veterans who served in other locations such as Thailand and were exposed to the same tactical herbicides
(per Project Checo and VA C&P bulletin dated May 2010) are not afforded the same classification even though they suffer from the same diseases as their Vietnam veteran counterparts
