This petition strives to ensure that a bill has a single topic and does not include "add on" line items that are unrelated to the specific subject of the bill. "Add on" line items must be directly connected to and/or required in order to ensure successful implementation of the bill's topic.

Time and again a party will not approve or allow a bill to be sent to the President because their "pet" add-on item was not included. For instance, a prime example is the linking of the Keystone XL Pipeline to the passage of extensions to payroll tax cuts. A pipeline has nothing to do with the extensions of tax cuts.

A bill should not be a tool for special interests or hostage taking; a bill should stand on its own merits with a single topic of intent and be of undeniable importance.
