The federal government and the Supreme Court have each stated that diversity is an important goal. We lack diversity of political opinion in many states, such as California. In order to ensure that each state provides a voice for minority political opinions, the federal government should mandate that no more than 50.1% of each state's political office holders are members of the same party. In California, for example, this would mean that the only 50.1% of California's members of the House of Representatives could be from the Democratic party.
