There are many businesses that operate within the United States that either do not ship to APO/FPO addresses, or do not provide services (usually internet-based) to APO/FPO address holders because they hold an APO/FPO billing address.
Most of the time this is out of ignorance of what an APO/FPO address is, how they work, shipping methods, or shipping rates to these addresses.
This ignorance, or possible unwillingness, to provide shipping services is discriminatory towards APO/FPO address holders, who are normally overseas serving our country, and affects their quality of life. The purpose of this petition is to make it illegal to deny shipping and internet services on the sole basis of having an APO/FPO address when providing such services does not conflict with domestic/international law.
