Current response to complaints of human rights violations by state/county gov'ts, from DOJ Civil Rights Division, is that citizen rights are the sole responsibility of county/state. (Letter stating such available for release, if requested.) No federal check or balance is enforced to minimize local/ state/ regional corruption from harming U.S. citizens' lives, especially in states like KY and MO (where child support alone can lead to indentured servitude, wherein states tack on "transition assistance" as part of the debt and have non-custodial parent paying for 30 year-old children). These rights are currently protected only for those with wealth/ power.
