Ensure that the government compensates for the medical expenses of those injured and traumatized by terrorist activities

The US Government spends an enormous amount of money each year attempting to protect its population from terrorists. Largely this effort succeeds but we know, as in the recent Boston bombings and its aftermath, sometimes terrorists will be successful and people will be killed and horribly injured. It is unconscionable for the victims of such events to have to pay for their health-care and rehabilitation, either privately, through their health insurance if they have it, or via charitable donations. This is the responsibility of Government on behalf of all its citizens, who should defray all expenses, as they would for Vets. The cost of this is insignificant to the cost of running the Department of Homeland Security. There should also be compensation for the families of those killed.
