The phrase well-regulated appears once in the Constitution, in the Second Amendment, When the Founding Fathers said well-regulated, they meant well-regulated.
The Congress should pass, and the President should sign, reasonable regulation of guns in the United States. These laws should ensure that the rights of all Americans to life, liberty and pursuit of happiness are balanced with the right to bear arms.
The laws should address background checks on all gun transactions and reasonable restrictions on the capacity of clips and magazines, and the categories of weapons sold to the general public.
