ENSURE THAT NO INCARCERATED PEDOPHILE IS AFFORDED ANY OPPORTUNITY TO HARM ANY CHILD IN JAIL OR PRISON VISITING ROOMS.

Children have been and can be molested in prison visiting rooms; State of California has a larger prison budget (8.9 billion) than 12 of the 50 states annual budgets. Cal has a prison rule, CCR. Title 15, Sec. 3323(d)(8), regulating that it is an infraction to engage in, "Sexual Activity in a visiting room involving physical contact with a minor." Rules are enacted for known problems; our attempts to gather specific data from prison officials have failed. We've been told that no problem exists. Yet, the rule exists; why? Since this problem exists in Cal, it is probable in other States or at the Federal level. Mr. President please prevent any incarcerated pedophile, in any jail or prison in America from being able to come into any physical contact with any child in a prison visiting room.
