Noncitizens living and working in the us are in most cases tax exempt. There are quite a few other examples of irresponsiblly preferential treatment as well. The Palestinian family down the street who received federal loans to buy a house and a convenience store on the corner are great and they love this country. They embraced what this country is about and hope to become citizens. No reason in all of this that they shouldn't pay taxes. The Kuwaiti man I met who was dating a real estate agent used federal loans to purchase 7 gas stations and several rental properties was abusing the system using federal money to do it and all the while paid NO TAXES.
