The purpose of a functioning Democratic Republic is, to represent the public interest by leveraging the democratic process. That process is subverted when congress or other political actors are permitted to pass legislation without ample time for public discourse. Elected representatives are not empowered to effectively represent their respective constituencies when political actors are allowed to engage in "guerilla-style" politics where the passage of bills are concerned.
Enact law that makes available for public scrutiny the full text of any bill, trade agreement, or other body of legislation; for a period of not less than 14 working days prior to congressional consideration. In addition, require 7 working days before congress may reconsider a bill that has been altered in any way.
