In some states a restraining order must be served on the individual in order for it to be valid. If the person does not have an address it can be extremely difficult to serve. If the person had residence at a home he/she has every right to come in the home and police can not be called until it could be too late. This is a huge injustice to those trying to protect themselves. This does not necessarily mean they need to be arrested without knowing about the order but to simply be able to call police to have the person removed from the property.
