Enter into formal contract between VA and Veterans, guaranteeing Veterans a set of "Rights" as the VA does with unions.

The VA enters into formal written contract and agreement with the AFGE and other unions that operate on Federal Properties but does not enter into formal written contract and agreement with Veterans first guaranteeing Veterans rights before special interest groups by entering into formal contract and agreement with unions or other entities, leaving Veterans to be placed in second or third place. The VA seems to places a higher priority on bargaining units over those whom the VA is designated and designed to care for first as a Federal Entity because there is no "master agreement" between VA and Veteran, but several between VA and bargaining units which doesn't appear "fair" to Veterans.
