I propose establishment of a bipartisan commission of informed, competent public servants to review those federal programs commonly grouped under the rubric of the "social safety net"; their mandate should be to carefully assess those programs and identify cost-saving measures that can be instituted while judiciously and humanely maintaining the intent of such programs.
