It shall be prohibited inside the US & its territories, for any location, property, grounds, establishment, business, place of public accommodation, program, or structure funded financially or maintained by a State or Federal agency designed to render public assistance or designed to be used by any member of the general citizenry belonging therein, to discriminate against any person on the basis of their "gender identity" or the "free expression thereof" or "sexual orientation".
