We are petitioning this Government to extend equal voting rights to all American citizens who currently reside in U.S. Territories, such as, Guam, U.S. Virgin Islands, Puerto Rico, American Samoa, and the Northern Mariana Islands. These citizens should be recognized as full citizens of this Nation, not an Alien Species as highlighted by the Insular Cases.
