Citizens of the United States from the US territories and Washington DC have long been ignored when comes to basic voting and representation rights. The territories have been use have US military for bases, and recruiters station, but have no voter rights nor have elected officials with vote powers. Not to mention, US government is allow to draft the citizen of non-states.
