Erect an Edward Snowden statue on the NSA grounds

Using monies allocated to the NSA payroll from its classified budget, create an Edward Snowden statue and place it on the grounds of the NSA building at Fort Meade, Maryland. The statue should be made from bronze and at least two meters in height. Under the statue will be the full texts of the fourth amendment to the U.S. Constitution. It's purpose is to remind the organization that privacy still has relevance in our society and that whistleblowers like Edward Snowden who defend this right, should be remembered as activists for human rights and not treated like traitors. A binary representation of the fourth amendment will also be etched into the plaque at its base.
