In case any state(s) successfully secede from the Union:
(1) Erect Electrical Fence around the boarder, around the seceded State(s).
(2) Place Alligators around the boarder of the seceded State(s).
(3) The States which have seceded the Union must be liable for all the cost of installation, equipments and alligators.
