Establihs a welfare conscription policy for all states receiving federal government funds to subsidize welfare programs.

All persons residing with our borders are fundamentally free men and women; however, there is no stipulation within our constitution promising government hand-outs at the expense of tax-payers.

That being said, for any state which accepts and utilizes federal government funds to subsidize their welfare programs, any ABLE-BODIED person, or persons should be required to serve in a conscripted capacity for the duration of welfare funds provided to them.

As it is their right to be fed, housed, and clothed, it is the right of every tax-paying citizen to receive a service for all monies rendered to our government for the purpose of governing. Simply taking and dispersing our monies (taxes) is theft, and a violation of our rights. Conscription employment should consist of full 8-hour workdays
