Establish 2 lower Corporate tax rates in U.S.A.

For Manufacturing Businesses/Corps and their Suppliers, Small Businesses (Gross income less than $?M), and Farms, they would pay a Corp tax rate of 0% to 5% of their GROSS income, adjusted every 2 years. For other Businesses/Corps, they would pay a Corp tax rate of 10% to 20% of their GROSS income to pay for infrastructure upgrades, an educated workforce, police and fire protection, clean air and water, etc. and since John Boehner said that Corps would bring their Off-Shore Tax money back into the U.S.A. if the Corp tax rate is about 15%.
