Establish accountability controls from manufacturers to retailers by FEDERAL LICENSING OF ALL NON- MILITARY, NON-LAW ENFORCEMENT DISTRIBUTION for ALL ammunition types in the US & possessions. Purchasers must show photo ID, weapon ownership license by type, weapon ownership proof for ammunition being purchased. EVERY distributor must record detailed purchase transactions reflecting transaction date & time, ammunition type, ammunition quantify, ammunition manufacturer & lot identification, weapon ownership license, proof of weapon ownership for each type of ammunition being purchased & said weapon serial number(s) & type for which ammunition was purchased. These transaction must be submitted to FBI databases in real time, online data gathering mode as are credit card purchase transactions.
