The amendment (full text in general section at http://www.myspace.com/pumatse) provides detailed elections and enforcement powers and powers to optimize government upon Presidential directive and without defining policy. Formation will reduce government spending, elections will be fair, politicians and lobbyists held accountable, the population informed to make voting decisions based on facts and perspectives, not who has money.
